China clarifies position on N. Korea's nuclear policy



SEOUL, Dec. 24 (Yonhap) -- China told South Korea Friday that North Korea's right to peaceful use of nuclear power is possible only when Pyongyang abides by international denuclearization obligations, a government official said.

   China conveyed the position to Seoul through a diplomatic channel, clarifying an earlier comment by its foreign ministry spokesperson that has raised speculation that Beijing might be trying to defend North Korea's uranium enrichment program, according to the official.

   On Tuesday, Chinese Foreign Ministry spokeswoman Jiang Yu said that the North "has the right to use nuclear power for peaceful purposes, but also at the same time must allow IAEA (International Atomic Energy Agency) inspectors in."

   North Korea claims its uranium enrichment program is for peaceful purposes. Few believe the claim, because uranium, if highly enriched, gives Pyongyang a second way of building nuclear weapons after plutonium.

   On Friday, China told South Korea that its opposition to the North's possession of nuclear weapons remains unchanged, and that Pyongyang's use of nuclear power for peaceful purposes is possible under the condition that it lives up to international denuclearization obligations, the official said.

   Beijing also said that it has the same position with South Korea on the issue, he said.
